Decent people are not supposed to remember the reaction of Mexico, when Kennedy tried to organize collective intervention against Cuba in 1961: one diplomat explained that Mexico could not join because "if we publicly declare that Cuba is a threat to our security, forty million Mexicans will die laughing".
