Throughout Russian history the Russian people and the Russian government were in a symbiotic relationship. The state-fed Russian force and ruthlessly exploited her: Russian lower classes had no ethnic preferences and did most of the state tax. At the same time, the Russians needed the state as the guarantor of the independence and stability, organizer of the national effort. However, the force of its pressure on the Russian people, the severity of operation increases as the success of the Imperial (socialist) construction, growth of foreign influence and military power of the country, reducing the share of Russian in its population. All this provoked discontent, turning the Russian main support of the Empire a threat to its stability.
