Democratic elections are only conditionally suitable means for unconditionally true goal (selecting the best). If such a goal and such a facility across, the conditional means must give unconditional goal. The requirement that ruled the best, refers to the nature, to the idea of the state; a system under which the government will remain the worst will be vitally doomed and will collapse sooner or later, with more or less shame.
