From a technological point of view, the word reform has long been a negative connotation in the post-Soviet space. Reform is bad! Reform is worse people! <...> People are starting to bash when we announce somewhere that they're preparing another "reform." Reforms can be muzzled to death any country! So when we say: "reform is good", and who told you that the reform is good?
