The moral standards of modern civilization, obviously, require the winners to execute the leaders of the nation that suffered defeat in the war. This, undoubtedly, will encourage them to fight to the end in any future war, regardless of how many unnecessary casualties it would require. It will pay for masses of people that had so little affected the beginning or end of wars.
