If you do not read the sages, the people will not be quarrels. If you do not appreciate rare items, there will be no thieves among the people. If you do not show that can cause envy, you will not have to worry the hearts of the people. Therefore, controlling the [country], sage makes the heart [the subjects] are empty and stomachs full. [It management] weakens their will and strengthens their bones. It constantly seeks to ensure that the people had knowledge and passions, and have knowledge not dare to act.
The implementation of non-doing always brings peace of mind.
