Know what I noticed? Nobody panics when everything goes according to plan. Even if the plan is monstrous. If tomorrow I declare to the press that one of the bandits dies, or a truckload of soldiers will be blown up, nobody would panic because it's all part of the plan. But when I say that some pathetic mayor will die, everyone around are losing their head. Quite a bit of anarchy. Violation of the established order, and everything around it falls down into chaos.
