The idea of an energy superpower, and the liberal Empire is unlikely to justify the necessary for the consolidation of the victim. Resource, even energy, cannot be an end in itself, it needs to serve a different, really great goal. The desire to become like the US or China, is trivial. To mobilize against fascism or terrorism is unlikely, and the fighting itself - no positive component does not attract the citizens.
