NATO intelligence sources report the concentration of Warsaw Pact troops along the banks of the Elbe. The Soviet ambassador to the United States said that these maneuvers were routine exercises: "The West cannot speak of a provocation by the Soviet state, since NATO forces themselves have concentrated 260,000 soldiers and 7,000 nuclear installations on the other side of the border."
