Ultimately, why do scientists conduct their research? They believe that progress is inevitable, research cannot be stopped. If we do not create the bomb, "they say," it will make our enemies! Then a bomb falls into the hands of politicians and they say, "If we don't apply, it will make our enemy!" Scientists find that the policy is irrational and irresponsible, they say, blame it! Actually the onus is on each. Everyone makes their own choices.
