The consciousness of those in power is the “reflecting plane” that determines where the light of the Enlightenment will go and how it will spread. Thus, in fact, the Enlightenment first of all brings power into a state of "reflection". It reflects in a double sense of the word: it considers itself and reflects the light of the Enlightenment, directing it back.
