To be free means to be responsible both for your words and for your actions, if will is “I want”, then freedom is “I have to”. The least free man is a slave. He is also the least responsible, the owner is responsible for him. It takes time - and a lot - for the people, who were in slavery and accustomed to it, to want to become free.
