A country cannot be in constant and complete readiness for war, just as a person cannot constantly hold a pistol in each hand.

Mobilization is taking place as it can take place in a country where it has not been for more than eighty years. There is true patriotism, there are human emotions, there is standard gouging. But the main thing is that the country has united to protect our people and the Fatherland. And this is the guarantee of our unconditional victory.

The most severe defeats were inflicted everywhere and everywhere when, as a result of a long peace, the recruitment of soldiers was carried out without great prudence and more and more worthy young people went to work in civilian posts.

Mobilization is war, and we cannot imagine any other understanding of it.

Mobilization cannot be partial. Mobilization is a process like pregnancy. A woman cannot be a little pregnant. The question is: yes or no. This is how the question is posed in the state: we transfer the entire state apparatus, industry, transport, armed forces, population and all the resources of the state to the needs of the war or do not transfer.

Mobilization is the transfer of the entire country from a peaceful position to a military one. Mobilization is irreversible and irrevocable. Figuratively speaking, mobilization is about the same as throwing your hand sharply down, unfastening your holster, drawing a pistol and pointing it at the enemy, while cocking the trigger.
